What the data contains
Baltimore County's Department of Planning maps the extents of the community associations it works with, including homeowners' and condominium associations, civic and improvement associations and community councils, and publishes the layer on the County's open data portal and ArcGIS REST services. Each run reads the whole layer (up to 500 associations, in pages of 100) and returns one record per association: the County's global ID, association name, whether the association is active, the date it was mapped and the time the County last edited the record. A monitor reports associations added to or removed from the layer, renamed or marked inactive. The County links the layer to a separate Planning contacts database; neither that link ID nor any contact information is requested, editor user names are not read, and map geometry is not downloaded.

Baltimore County publishes the Community Associations layer on its open data portal and ArcGIS REST service without registration. Its warranty and disclaimer state the data may contain errors, that the County disclaims all warranties and liability, and that the user assumes the risk of relying on it. The GIS host serves no robots.txt (HTTP 404), which RFC 9309 treats as allowing access.
